Traceability of forest resources and a significant increase in State tax revenues.
Client : Ministry in charge of forestry / Public Administration
A central public administration lacked reliable visibility over timber volumes extracted and exported. As a result, tax revenues were significantly impacted. In addition, sector governance remained limited.
The objective was clear: restore control, secure State revenues, and modernize forest resource monitoring.
Moreover, existing systems relied on fragmented declarations. Controls were limited, and tools were poorly interoperable. Consequently, traceability of actual extracted volumes was low, reducing the administration’s ability to act effectively.
Targeted actions helped improve efficiency, reduce delays, and strengthen overall performance.
The ministry needed to quickly improve transparency and secure critical data. At the same time, it had to enhance tax collection.
However, institutional constraints had to be respected. Existing operational capacities also needed to be preserved.
First, we conducted a comprehensive assessment of the existing environment. This allowed us to define a progressive and realistic transformation roadmap.
Then, we implemented a solution combining:
As a result, the system became more reliable, secure, and sustainable.
Today, over 90% of timber volumes are reliably captured and traced.
In addition, tax revenues have significantly increased. They rose from 150 to 450 billion FCFA within two years, effectively tripling.
Thanks to this transformation, the State has strengthened its financial capacity. It now operates with a robust, scalable, and sustainable system.
